今次賽果未齊，所以 V47 是純賽前版：

- 不讀 racing_results
- 不使用 finish_position
- 不進行賽後回測
- 不會將未有賽果當成失敗

## 使用
1. 先確保 V44 已 Build。
2. 開：
   wr_chairman_pre_race_decision_engine_v47_0.php?race_date=2026-07-08
3. 按 Build V47 Pre-Race。
4. 再開：
   analysis_chairman_v47_pre_race_decision.php?review_date=2026-07-08&date=2026-07-08&race_id=86

賽果齊全後，下一階段才建立 V47 Replay / Calibration。
